Executive Team

With over 35聽 years of experience as a mission driven leader in the behavioral health and social service industries, Regan Kelly is committed to improving services to聽 families and individuals of all ages.聽 Having served her entire career in the greater Philadelphia region, she has聽聽 been deeply involved in local systems transformation initiatives in fields of child welfare, mental health and聽 recovery services. 聽聽 Following 10 years as Vice President of Youth and Family Services at聽 老澳门六合彩 Centers , she assumed the role of CEO and President in 2013 and is responsible for the strategic direction聽,聽 operations, and ongoing development聽聽 of a multi-system, multi-state social service organization with 15 sites throughout the mid-atlantic region.

Prior to 老澳门六合彩, Regan held聽 operational and systems development roles at several behavioral health organizations in Pennsylvania, including the Behavioral Health Training and Education Network, which functioned as an extension of Community Behavioral Health (CBH)聽 at the time;聽 served as Philadelphia’s first coordinator of the Child and Adolescent Service System Program (CASSP), a systems change initiative funded by the National Institute of Mental Health (NIMH); served as a Committee Co-Chair for the Mayors Blue Ribbon Commission (2007);聽 and served as the first Director of the Living In Family Environments (LIFE) program in Philadelphia, a state funded demonstration program designed to develop community alternatives to institutional care for youth.聽 Under her leadership as a Vice President, 老澳门六合彩 was selected by the Department of Human Services to implement聽 a child welfare transformation initiative designed to bring child welfare case management into the community under聽the Community Umbrella Agency (CUA) model.聽聽 Since assuming the role of CEO, Regan has led 老澳门六合彩 to become the only Certified Community Behavioral Heath Center (CCBHC)聽 in Philadelphia, a model designed to integrate聽 mental health, addictions, and physical health care services, 聽 and expanded the continuum of addictions services to include several new resources to serve individuals with an opiate use disorder.

She brings extensive knowledge of quality assurance practices, performance-based contracting, and managed care financial models with expertise in organizational and strategic planning, policy development,聽 implementation of internal and external systems controls, as well as fiscal and program management that is results-oriented and mission-driven. 聽Regan received her Masters in Social Work from Rutgers University and a Bachelor of Arts in English from DeSales University.

聽Eboney has been a part of 老澳门六合彩 Centers since March 2005. She has over 20 years of experience in children and family services with specializations in child welfare and performance management. Prior to her current role, Eboney served as 老澳门六合彩’s Director of Child Welfare Services and later established 老澳门六合彩’s first child welfare quality assurance department. Eboney has been intricately involved with Philadelphia’s child welfare system- transformation, Improving Outcomes for Children. In her current role as Chief Operating Officer, Eboney is responsible for Human Resources, Training, facilitation of 老澳门六合彩’s strategic plan, facilitation of the accreditation across all programs, and strengthening the agency’s consolidated approach to quality and performance improvement.

Lisa has 22 years of experience in the behavioral health field working with adults and children in multiple complex levels of care. Lisa is an experienced, progressive leader with expertise in implementing evidenced based practices and innovative new programs, identifying data driven outcomes and creating trauma informed services. In her previous employment, she managed the fiscal, quality and clinical aspects of outpatient, CIRC, STS, BHRS and Specialized Services. She has her undergraduate degree from Hofstra University, her master’s in Social Work from Temple University and is a Licensed Clinical Social Worker.


Dr. Jeanne Lehrer has her doctorate from the University of Pennsylvania and a Master of Science in Psychology from Villanova University. She has worked in a variety of settings including school districts, hospitals and residential settings specializing in working with children and adults with developmental disabilities. She has spent the last 15 years working in the area of community mental health both evaluating children’s needs for services as well as creating, expanding and improving services that currently exit within the system. Dr. Lehrer entered 老澳门六合彩 in 2007 as a Unit Director of Children’s Behavioral Health and has participated in the development of five new community based programs for children and their families, the newest of which is the SPIN-老澳门六合彩 Philadelphia Autism Center for Excellence (PACE). Dr. Lehrer is committed to ensuring that all children receive quality evaluation, services and treatment in programs that are under her direction.
